i want to include serverlist from q3df.org (same as like in breakdown-hq.com).
I have some question about it:
who done that job on bd-hq.com
and with who i can talk about this function.
and what hosting features must have where script would work

Probably, there are quite a few problems with that :p even the Swedish flag doesn't show up when arca's playing :p

It is not based on the df_country cvar. It is based on the reverse DNS of the ip address you're connected from. So it doesn't matter what country you set in your cfg or on your profile here on q3df.org.
However, some ISPs don't give reverse DNS to their customers IP addresses. You can check yours here: http://www.whatsmyip.us/reversedns.php

You live in Russia right? And you have a Russian ISP? Normally your IP has a tag that it is Russian, but yours hasn't.
It is your ISP's fault.
