What does "pmove_fixed" actually do?

Hello. I come to you with questions about this command. Please someone explain to me what this actually does. As far as I know, it physically changes from fps dependent (0) to fps independent (1). I don't have a powerful PC and I can't get a stable 125fps everywhere. I've read that pmove_fixed 1 is not valid for offline play, but when I play with pmove_fixed 0 I notice that all the obs are random and I can't climb the plasma.
