New defrag version gonna have working ignore feature; may be no need for so hardcore flood protection?
Also your antiflood code can be moved to defrag (as option), so client could use it, if he would like to.

The one and only solution is a permanent ban. Fixes the problem by its root!

WARNING

Any attempt to kick, ban, or post threats to ban Dipper Pines are punishable by death.

If not sentenced to death, he shall be imprisoned for a term not less than 20 years, a mandatory fine of not less than US$200,000 and not more than US$500,000, and caning not less than 18 strokes. Servers will be also liable for forfeiture.
