Defrag

I find it sad that in order for me to log times I have to be connected to a server, and whatever my 'ping' is determines how well I am able to perform. Would it be a possibility for defrag to be based upon playing offline? I'm not suggesting replay, rather some other system that connects to the internet ,which would monitor your playing as well as submit a demo, which would provide every single person who plays the beauty of 0 ping... The way it stands at the moment, USA is not a defrag (weapons) country. If this setup stays the way it is, maps that require that instantaneous weapon switch will always be dominated by the eastern side of the world...
