You could combine this with a deadline of, let's say, one week. When no action is taken, all accounts will be deleted.

I understand that to clean this up, we will have to rely on reports and find a reasonable means of contacting them...but if they can't be contacted for some reason then consider either making the accounts invisible (possible?) or just delete their accounts with the fewest times IMO...

just to clarify also...yeah I wasn't suggesting that players should be able to delete INDIVIDUAL times, but rather the ability to delete all of them and start with a clean slate. Pulling your time on one map because some people beat you is lame (I don't want to encourage that). Most users have times they are proud of and wouldn't want to have to do over, so I doubt many people would be using the "erase all" option. The only users that might use this feature are probably just those that wish they could delete their account (the main reason why we see multiaccounts IMO).
