I say: Train with it if you need to or you want to, but don't use it to set the records.

Well i played with/without it - and ye i'am not a good player, but i play totally the same way, with both options, so if you remove it, or mark it as "cheat", then ok! :think:

But wonder, how you will check each player "online" - who using it, and who doesn't.

Modified(newer) version of defrag could solve this np.

That would be possible if they change 1 bit in dfengine/iodfe/ ...
The state of the cvar would be announced to the server then.

I have no problem with it. Wont change anything for me if its banned anyways, I use draw2d 0. More of a crutch than an advantage.
